Heard of the Internet?
Apparently the Army Corps of Engineers is smart enough to make updates to their web sites but they aren't smart enough to figure out that they could place inundation maps for potential flooding from a break in the Wolf Creek Dam in Kentucky on the web. That would probably make it too easy for the public to see them.
However, they have put up a list of public libraries that have the maps available for viewing.
Yeah...yeah...I know. There's nothing wrong with going to your local public library. But how hard is it to make some nice scans and place them on the web so more people can see them?
